In the economic stimulus package of 2009, projects that are considered “shovel ready” were earmarked for promotion because of the ability to create jobs quickly and easily. These projects are mostly infrastructure based which means that they have to do with roads, highways, streets, bridges, overpasses, etc. Any public transportation construction project that helps make major improvements falls into this category.
